請問去醫院看診的，不懂的法律的問題??

請問去大醫院看門診，醫生『有權利』可以查看你的健保卡記錄去看『不是』屬於『本醫院本科的門診』嗎??

好比說，我去別家醫院診所去看『耳鼻喉科』，可是我今天來這家大醫院看的門診是『精神科』，醫生『有權利』可以查看你的健保卡記錄去看『不相關』病患所到處去看的『別家醫院門診』跟『科別』嗎??

請問他這樣有『觸法』嗎??

請問他這樣有觸犯『個資外漏的隱私權』嗎??

麻煩請懂法律的大大回答　謝謝
