日本政府正在制定新的防衛大綱概要，共同社報導說，概要中將明確提出，為確保日本周邊海空安全，將建立自衛隊經常性監視體制。

報導說， 防衛大綱概要的一大特點是針對尖閣諸島，也就是釣魚台島局勢，強調島嶼防禦體制的重要性。據分析，日本政府可能有意引進無人偵察機和創建水陸兩棲部隊。

概要中認為，導致日本安全環境惡化的主要原因是中國在周邊海空領域的活動擴大並趨頻繁，以及北韓推進核武器和飛彈開發。
