穆迪調升希臘主權債信評等2級至「Caa3」 前景穩定

《CNBC》周末報導，信評機構穆迪 (Moody's) 鑑於希臘財政重整有所進展，在經濟衰退持續和政治缺乏穩定度的現況下，仍決定調升主權債信評等 2 級，從「C」進步至「Caa3」，前景展望穩定。

盡管蒙上調 2 級，希臘主權債務評等仍深陷垃圾級泥淖，不過目前表現符合希臘政府今 (2013) 年償債前的預期，預算盈餘明年占國內總產值比率應可升至 1.5％。

穆迪聲稱：「敝公司預期，希臘政府將可實現或超過今年的預算平衡目標，並在體系調整中，讓明年預算出現盈餘。」

上周五一位高階財政部官員指出，依照 10 個月期稅收基礎來看，希臘今年可能成就接近 10 億歐元的基本盈餘。

穆迪表示，希臘中期經濟前景改善，且自去年重組希臘私人持有債務後支付利息減少，亦是本次調升評等考量之一。

希臘經濟正走出谷底，但依照穆迪看法，明年仍將繼續萎縮 0.5％，2015 年方有機會成長 1.0％。歐盟和希臘政府均認為復甦時機會更早到來，明年就可成長約 0.5％。
