以前國小就常聽老師說
其實偷襲珍珠港，美國政府早就知道，只是當時美國是門羅主義，不願意參與戰爭
所以，美國總統為了讓美國人員願意參與戰爭，所以知道珍珠港要被偷襲，卻放任不管。
所以，美國總統故意讓美國珍珠港被襲擊，好刺激美國人民參戰。

請問，以上這種說法，靠不靠譜?
