張通榮關說案 監委擬再戰

（中央社記者葉素萍台北9日電）監察院長王建(火宣)、監察委員趙榮耀今天說，民選首長可被彈劾；此外，基隆市長張通榮涉嫌關說酒駕案，監委可能再提彈劾。

張通榮涉關說酒駕案，監察院日前彈劾未過關。有監委認為，能否彈劾民選首長有疑義。

王建(火宣)與媒體茶敘時表示，監察院當然可彈劾民選鄉鎮長及縣市長，實務上第二屆彈劾22人，第三屆彈劾8人，第四屆彈劾9人，前台中市長林柏榕、前台北縣長尤清都曾被彈劾。

張通榮案查案監委程仁宏說，他深入調查，多次約詢，最後謹慎提出彈劾，結果與預期目標出現很大落差。他尊重審查結果，但心情沉重。

彈劾民選新竹縣五峰鄉長葉賢民的查案監委趙榮耀說，民選首長可彈劾，也許第四屆監委有個別想法，但彈劾地方民選首長，第二、三屆監察院都有類似案例，大法官也有解釋，「民選首長等同公務人員」。

至於張通榮案彈劾沒過，他說，與程仁宏一樣「有沉痛之感」。

至於張通榮案是否二度提彈劾？程仁宏表示，他昨天已與監委楊美鈴仔細商量，並做出決定，但基於監察法相關規定，他不宜明確對外透露；不過，他一定秉持調查的明確事證、全民想法，做明確判斷。1020709
