北韓：拒簽美所提互不侵犯條約

（中央社首爾2013年10月12日綜合外電報導）北韓已拒絕簽署美國國務卿凱瑞（John Kerry）提出的互不侵犯條約，凱瑞是以北韓非核化作為簽訂此一條約的條件。

北韓國防委員會發言人今天透過官方媒體發表聲明說，美國應停止為懲罰北韓2月間核爆所採取的制裁措施，並停止在朝鮮半島從事軍事演習等挑釁行為。

北韓本週稍早對美國、南韓與日本舉行的2天聯合海軍演習加以批評，指此為進攻北韓的準備行動。但參演3國表示，這類演習屬於防禦性質。
