艾奎諾：災害管理體系失敗

（法新社菲律賓塔克羅班18日電）菲律賓總統艾奎諾今天將颱風海燕救災行動緩慢，歸咎地方政府，在面對前所未有強颱肆虐時全盤失敗。

艾奎諾（Benigno Aquino）巡視災區時承認「多重體系失敗」。強颱海燕8日侵襲菲律賓中部，造成數以千計人喪生，眾多城鎮和鄉村整個變成廢墟。

艾奎諾對記者說：「我們的供電中斷、通訊停擺…幾乎所有東西都故障。」他認為地方政府作為率先回應災害者，必須擔負主要責任。

他說：「但是這次颱風的巨大摧毀力量，讓那些人自己也都成為災害受害者。」他指出，災區最大城市塔克羅班市（Tacloban），只有20名警員於颱風肆虐翌日可正常執勤。
