請問這樣算是詐欺罪嗎?

我4年前在教會碰到一個林姓教友

他誆稱自己是台大日文系畢業

有全民日檢一級

在台大教日文

剛好那時我想學日文

我就用一小時200元當終點費請他教我

結果他交的方式難懂又不好吸收

後來我去問

才知道他只是高中商日科畢

全民日檢?級(聽說連2級也沒有)

後來我就跟他斷絕來往

沒想到去年(2013年)

有個教友跑來告訴我說

林姓教友出車禍

住郭綜合醫院的加護病房

需要一筆錢

所以他特地辦了募款活動

要幫助林姓教友

我當時就想

大家都有捐

應該不是騙人

就捐了一千

是捐喔,不是借喔

結果沒想到

他跟本沒出車禍

東窗事發之後就躲了起來

當作沒發生過一樣

請問他這個

假車禍募款

跟教日文的事件

是否構成詐欺?

還有他現在已經跑路

他父親說他在也沒有回家了

我想去查他工作的地方

但聽說他已經離職了

我如果要提告

要怎麼提出告訴

要提告需要對方的資料嗎?

還是他的姓名就可以了
