加班加薪不合理舉報問題

請問一下
我爸在私人的製冰工廠上班
已經工作時間約15年了

所以工作時間 23:00~03:00(左右)
上班時間為一,二,三,四,五,六
夏天時 星期日 也常常照常上班
我爸底薪為30'000
但我爸他夏天天天星期日 照樣跟平日上班 (算加班)
但是一個月只有加1000元
這樣是否不合理!!!!

是否有哪條勞基法之類可以舉報~
已經做15年都是這樣
