請教關於國民年金罰金的事？

請問，若是當下有這個的狀況是：

<<阿達為男，阿君為女，兩者為夫妻>>

A: 阿達積欠國民年金約$20,000，阿達名下有兩台車，一棟房屋
B: 阿君為服務業，但阿君所任職之公司，每個月領薪是領現金，且無任何出勤值勤記錄，且「阿君皆於每個月領薪水現金的當下，將領的薪水現金全數存阿達帳戶裡」，而阿君名下完全無任何財產及積蓄，『且阿君本身已有加入某公會保，故阿君不會收到國民年金繳納單』

請問，正常來說依照國民年金的法條，是要對阿君罰金的，若是阿君仍不繳納國民年金的罰金，法院就會進行帳戶強制扣款，及移交法院強制執行扣押名下財產；

但在今日狀況下，阿君名下無任何財產，阿君的銀行存戶內也無任何積蓄，工作方面亦無任何記錄，簡單來說，就是阿君什麼都沒有，全部都在阿達身上，
『而且阿君也不用擔心自己會因無工作保險記錄，而使國民年金罰配偶條例去罰到阿達，因為阿君本身就有公會保』。

請問在此狀況下，國民年金對配偶罰金的條例，是否就因此失去了效力了呢？簡單來說......國民年金罰則，應該就是罰不到阿達及阿君了吧！
