歐央行：市場若恢復波動就降息

（中央社台北2013年10月11日電）歐洲中央銀行（ECB）總裁德拉吉（Mario Draghi）說，一旦市場恢復波動，決策者維持低利率的保證將明確允許降低借貸成本。

德拉吉昨天在紐約經濟俱樂部（Economic Club ofNew York）說：「ECB管理委員會已一致同意採取偏向寬鬆的政策，這項政策明白宣示，如果貨幣市場波動恢復到今年初夏觀察到的情況，將進一步降息。」

ECB決策者正在尋求防止市場利率的波動影響歐元區經濟復甦。為了這個目的，他們在7月保證，「在很長一段時間」官方利率將持平或低於目前水準。在美國聯邦準備理事會（Fed）說，將考慮在今年稍晚減少刺激措施後，借貸成本已經上漲。德拉吉說，歐元區復甦減緩、失衡及脆弱。

ECB不像聯準會和英格蘭銀行，它對於利率保證沒有給予特定的時間表，或與特定的經濟數據連結。德拉吉只是重申，這項保證端賴物價的前景。（譯者：中央社簡長盛）
