洪案開庭 資訊官：長官施壓

（中央社記者卞金峰桃園縣15日電）桃園地方法院今天審理下士洪仲丘冤死案，傳訊542旅資訊官趙志強作證說，對洪的處罰是依往例辦理，並無上級施壓。

桃園地方法院審理洪仲丘案，今天傳訊542旅心輔官廖益儀、監察官蘇建瑋及資訊官趙志強等人出庭作證。洪仲丘父母、舅舅胡世和及姊姊洪慈庸都到庭旁聽。

審判長問及有關士評會相關資通規定時，趙志強說，資通規定並無士官帶手機如何處罰依據，是依循往例辦理，義務役士官與士兵適用，可以關禁閉（悔過）或禁足，並無上級授意或施壓速辦。

心輔官廖益儀說，洪仲丘自行填寫的身心評量表，屬「中高度關懷群」，不過評量表是自填，容易人為操作，心輔老師曾晤談洪仲丘，認為無異常，因看過洪仲丘的輔導紀錄，並無異常，才在洪仲丘的懲罰令上簽名，至於約談紀錄未經政戰主任簽核部分，確實有些程序瑕疵。1021015
