招攬外籍富人 日擬放寬簽證

（中央社記者楊明珠東京2013年12月28日專電）「日本放送協會」（NHK）報導，為招攬外籍觀光客，當局考慮放寬外籍富裕人士的居留期限，凡符合條件者，可由目前最長90天延至1年。

訴求「觀光立國」，日本政府視觀光產業為經濟成長戰略之一，估計今年訪日的外籍觀光客，可達1000萬人次的目標。

日本政府希望增加觀光景點的消費力、刺激不動產投資，初步決定重新審視，核發長期居留簽證給外籍富裕人士的條件。

基於觀光等目的入境的外籍人士，目前最長可停留90天。日本政府正研議，若符合一定條件，放寬居留期限最長至1年，擬參考外國的規範，預定明年中旬，訂定有關年齡、資產額和年收等的條件。

日本法務省（法務部）指出，有些國家批准外籍富裕人士長期旅居的措施。澳洲允許外籍人士在55歲以上、逾7000萬日圓（約新台幣元2000萬元）資產者可旅居4年。紐西蘭則規定，66歲以上、逾4100萬日圓資產者，可旅居2年。
