《國際金融》ECB利率按兵不動，不排除再推量化寬鬆

【時報-記者柯婉琇綜合外電報導】歐洲央行（ECB）周三宣布基準利率維持不變，仍為歷史新低0.5%，為連續第五個月按兵不動，此決議符合市場普遍預期。

歐洲央行總裁德拉吉（Mario Draghi）表示，他已準備好採取任何必要措施，以維持貨幣市場利率的穩定。德拉吉希望帶領歐洲銀行業安然渡過經濟復甦的起步階段。

德拉吉周三未宣布任何新的流動性措施，但重申歐洲央行已經準備好，在必要時啟動新一輪長期再融資操作（LTRO）。

LTRO措施的用意在於增加銀行流動性，以維持歐洲銀行業的金融穩定，被視為歐洲版的量化寬鬆貨幣政策。

受德拉吉發言影響，周三歐元走強，最高升至1.3607美元。德國2年期政府公債下跌1個基點至0.16%。
