手機欠費要強制扣薪

最近接到元誠的催繳電話說我有３支手機費沒繳，
要我馬上去繳１８９９９元，我又沒錢可以繳，那位男生用的口氣不好的說，
那我去法院強制扣薪，他還打電話去我上班的公司，叫裡面小姐直接扣我的薪資，
我不是不想繳是我只能繳２０００這是我最大的金額了，因為我每個月還要繳房租，跟ㄧ些支出跟本沒辦法繳這麼多啊！
請問他能直接強制扣款嗎？
不是要我收到才能扣嗎？
那這個我要怎麼處理！我不是說不還，是我沒這麼多錢
